Vermont established behavior analyst licensure through Act 38 in 2015, effective July 2016. Two paths: (1) examination for initial license, (2) endorsement for those already licensed in another state or BACB-certified. BACB certification (BCBA for ABA, BCaBA for AABA) required. Biennial renewal on July 31 even years. OPR handles all licensing online.

Education Requirements

ABA: BCBA certification (master's degree pathway). AABA: BCaBA certification (bachelor's degree pathway). BACB-approved coursework required.

Vermont requires minimum 1,500 hours supervised experience in ABA. BACB requires 2,000 hours (1,500 concentrated). Supervisor must be BCBA holder with specific evaluation form.

Must pass BACB certification exam. No additional state exam required.

Biennial renewal, expires July 31 of even-numbered years. $275 renewal fee. Must maintain BACB certification. Renewal applications open 6 weeks before expiration. Courtesy notification sent via email. CE on systematic oppression and anti-oppressive practice may be required.

Act 38 passed 2015, licensure effective July 1, 2016. H.472 (2025) amended various OPR licensing provisions. January 2026: VCS ending - Pathway 2 Course Attestation System takes over.
