Detailed Requirements

Education Requirements

LBA: BCBA certification (master's degree pathway). LABA: BCaBA certification (bachelor's degree pathway). BAI: High school diploma/GED plus 40 hours professional ABA training.

LBA/LABA: Experience verified through BACB certification. BAI: 40 hours training covering ethics, behavioral principles, assessment, intervention implementation, and data collection.

LBA/LABA: Must pass BACB certification exam. BAI: No exam required, training documentation sufficient.

Annual renewal. LBA: $200/year. LABA: $175/year. BAI: $100/year. Continuing education: LBA 16 hours/year (1 ethics), LABA 10 hours/year (1 ethics). Must maintain CE documentation for 2 years. Compliance verified through attestation on renewal. Failure to renew for 3+ years requires full reapplication.

LBA: $150 application + $200 license = $350 initial. LABA: $125 application + $175 license = $300 initial. BAI: $75 application + $100 registration = $175 initial.

BACB certification required for LBA and LABA. BCBA verification sent directly from BACB to HLO. BAI registration does not require BACB certification but requires 40 hours ABA training.

Oregon has three-tier system including Behavior Analysis Interventionist (BAI) registration for RBT-level practitioners. Annual (not biennial) renewal cycle. 16 CE hours/year for LBA is higher than BACB average of 16/year but matches nicely. Fingerprint-based nationwide criminal records check required. Two forms of government ID required (one with photo). Affidavit of Licensure from other states if previously licensed elsewhere. Board contact: (503) 378-8667, hlo.info@dhsoha.state.or.us.

Behavior analysis regulation established 2013. Insurance reimbursement requirement began 2015. January 2026: Pathway 2 Program Contact requirements become mandatory for new BACB applicants.

Additional Information

Oregon's three-tier system is comprehensive: LBA (BCBA), LABA (BCaBA), and BAI (RBT-level). Annual renewal cycle means higher ongoing costs but allows more frequent compliance verification. BAI registration is notable - it's one of few states with formal state registration for RBT-level practitioners. 16 CE hours annually for LBA (vs. typical 16/year matching BACB). Relatively high initial costs ($350 for LBA) but reasonable annual renewal.
