Maine

Optional/BACB Only

Maine does not have state licensure requirements for behavior analysts. Practitioners need only BACB certification (BCBA or BCaBA) to practice. However, Maine insurance codes effectively require BACB certification for reimbursement, meaning most practitioners will need national certification to be compensated by insurers.

Maine is one of approximately 12-15 states without state-level behavior analyst licensure. Insurance-driven BACB requirement means most practitioners must be BACB-certified for employment. Section 28 Medicaid services require BCBAs to work within licensed behavioral health organizations (10-144 CMR Ch. 123) rather than independently.

As of 2026, no ABA licensure legislation has been enacted in Maine. The Maine Association for Behavior Analysis (MeABA) serves as the state professional organization.

Additional Information

Maine does not require state licensure for behavior analysts - one of about 12-15 states without state-level regulation. However, insurance carriers in Maine have self-imposed BACB certification requirements, making national certification effectively mandatory for paid practice. University of Southern Maine offers an ABA certificate program. For Medicaid Section 28 services, BCBAs must work within licensed organizations rather than independently.
